   "* Section 1. The uncodified law of the State of Alaska is amended                             
by adding a new section to read:                                                                    
 LEGISLATIVE INTENT. The intent of the Legislature is to                                            
establish a task force to conduct a study on factors leading to the                                 
increasing cost of health care and insurance, the market forces which                               
drive the growing number of uninsured, and include the effects of cost                              
shifting in the medical care and health insurance industries, and                                   
identify the economic impact of the rising cost of health care and                                  
insurance in Alaska.  The task force will identify and solicit funding                              
from the federal government and private foundations for the costs of                                
the study.  The task force will provide a report to the legislature by the

60 day of the 2007 legislative session.  The report will detail findings                            
and data and offer recommendations for legislative strategies."
